Supporting Affordable Healthcare in Colorado Since 2013: From Open Enrollment to Accessibility

Since the earliest days of Colorado’s health insurance exchange, Jollity has been proud to support the Colorado Health Benefits Exchange, now known to Coloradans as Connect for Health Colorado (C4HCO). Jollity continues to build upon the foundation established by legacy company, Zenio, providing ongoing support for 11 Open Enrollment (OE) and multiple Special Enrollment Periods (SEP), including the COVID-19 crisis and the Marshall Fire.

From performance to accessibility, our work helps ensure the website remains stable, inclusive, and effective during the moments that matter most.

Overview

As a long-term development and support partner, Jollity collaborates with internal teams, external creatives, and IT vendors to manage and evolve how users experience the Connect for Health Colorado website. We bridge the gap across teams to ensure consistency and continuity, providing valuable historical insight into their intricate infrastructure. Our work spans high-traffic enrollment seasons, custom feature builds, bilingual content strategy, and ADA/508 compliance—ensuring every Coloradan has equitable access to healthcare enrollment tools.

Ensuring Zero Downtime, Everytime

A critical part of our work has been ensuring site stability during Open Enrollment, a time when thousands of Coloradans rely on the platform daily. Before Jollity’s involvement as it exists today, launches were plagued by outages and rollbacks. Since the 2017 acquisition of predecessor, Zenio, we’ve made process improvements that facilitated eight OE launches (plus three special enrollment periods) without a single minute of downtime—eliminating barriers at the most crucial time for users seeking coverage.

Prioritizing Inclusivity & Accessibility

Equity is a central value for Connect for Health Colorado, and we’ve helped bring that to life digitally. The 2019 redesign, in partnership with Up&Up Creative, prioritized ADA and Section 508 compliance, while ongoing updates ensure core content is fully available in both English and Spanish. A persistent language toggle in the top navigation makes switching seamless, supporting a better experience for bilingual users.

Creating Custom Features

To better connect users to real help and real stories, we’ve developed custom components that showcase how Connect for Health programs serve the community. This includes stylized homepage sections for storytelling and an enhanced broker locator tool with map functionality, language filters, and location details—making it easier for users to find the right support in their area.
